Some Questions I have wondered...

OK here are some questions I have wondered...
When it comes to "New" listings, how is credit given?
To the person who submits the data first?
Or the person who "finds" the player first.
i.e. Say Player1 and Player2 are on the same realm and faction both using Census+
Player1 census scans finds NewPlayerX first, and about 2-3 hours later Player2 census scans finds NewPlayerX
However Player1 only submits his Census Counts on a daily basis and Player2 submits his on an hourly basis...
Who would get credit for NewPlayerX?
I know the New Player Count dont really mean anything except for me, as I like to push my numbers and use last months, or the highest months count as a bar to constanly get higher and higher above.
On to my next question, how often is the recomended for doing my submissions? Hourly? Daily? Weekly?
I want to help this community and the data gathered is also been a big help to me when searching for a new realm, or to get stats on my realms.
However with the crawl that the engine is at these days, I also do not want to add a burden to the engine that proccesses these counts by submitting too often. So what is the good trade off of getting accurate and "real-time" data to the website with out causing too much work?
My next question...
Is there a possiblity of some more contests that could be created for not only submissions, but say new player counts, or people who get data that is needed badly (i.e. people like me who have 2-3 wow accounts always running in the back ground all day, even though I am not playing, just to get census counts on the realms that dont have active census counters playing on it?)
I have tried a couple of contests in the past for a "Survivor" like guild contest that I was able to get some donations from a couple of companies in exchange for free ads on my site. (Legit companies too, not ones that Blizz shuns)
Final Question, Rollie you and I have talked in the past, and I know you put your heart and soul in this site, with what little time you have. Is there still needs for help aound here? How about some posts?
